Overview

MITRE operates federally funded research and development centers (FFRDCs) and functions as a trusted, non-conflicted technical advisor to government — including on AI safety, security, and assurance. Its work sets much of the practical baseline for how federal agencies test and trust AI systems.

AI-Focused Regulatory Work

MITRE’s value in the AI-policy ecosystem is its independence: as an FFRDC operator it has no product to sell, so its frameworks are trusted across DoD, DHS, and HHS as neutral infrastructure for AI assurance. When agencies need to know whether an AI system is auditable, secure, and safe to field, MITRE’s ATLAS and assurance frameworks are frequently the reference — making it one of the most quietly consequential AI-policy actors in Washington.

Notable AI Policy Work

  • Created MITRE ATLAS — the Adversarial Threat Landscape for AI Systems, an ATT&CK-style knowledge base of real-world attacks against AI — now a de facto standard for AI security.
  • Published ‘A Framework for the Assurance of AI-Enabled Systems’ (April 2025) for the DoD, plus SAFE-AI, which operationalizes the NIST AI Risk Management Framework, and runs an AI Assurance & Discovery Lab.
  • In Jan 2026, MITRE and NIST jointly backed research on countering AI-enabled cyber threats; MITRE also released an AI security and safety framework for the incoming administration.
